The United States Congress passed a law on October 25, 2023, granting President Donald Trump broad powers to impose sanctions on Russian crude oil exports and to impose heavy tariffs on Russian energy buyers. This action will particularly affect Moscow's largest customers, namely China and India.
Sanctions and Their Effects on the Global Economy
This law, known as the "Russia Sanctions Act named after Lindsey Graham," has been enacted to limit the funding of Russia's war against Ukraine. It includes new sanctions against Vladimir Putin, the President of Russia, and over 20 key officials and companies in the country's defense industry. Additionally, a network of Russian oil tankers designed to circumvent international sanctions will be targeted.

Consequences for China and India
China and India, as the largest buyers of Russian oil, will be affected by this law. Reports indicate that China purchases about half of Russia's crude oil exports, while India ranks second with 37 percent. According to the Indian Ministry of External Affairs, the country has clearly expressed its concerns about the impact of these sanctions on bilateral relations and the global energy market.
While India is trying to diversify its energy sources away from Russia, it may face challenges depending on market conditions. According to data from the International Energy Agency, India's crude oil imports have significantly decreased, while China's imports from Russia are increasing.
The question is how much Trump will utilize his new powers. This law allows him to impose tariffs of up to 100 percent on exports to the United States from five major Russian oil buyers, but this action does not automatically take effect.
Given the existing pressures in the global oil market, these sanctions could lead to an increase in global oil prices. If major buyers are forced to reduce their purchases from Russia, competition for oil supply from other sources may also increase.
