Russia's Emphasis on Restraint and Political Negotiations
Vassily Nebenzia, the Russian ambassador and representative to the UN, expressed concern over the current military and political situation in Yemen, stating: "This country is experiencing one of the most severe periods of escalating tensions in recent years." He emphasized the need for restraint and the resumption of political negotiations, adding: "The advance of Houthi forces along the Red Sea coast has faced strong resistance, and unfortunately, there are no signs of calm in the situation."

Nebenzia also pointed to the dangers posed by these conflicts for shipping in the Red Sea and the Bab-el-Mandeb Strait, stating: "Free and safe navigation in this part of the world is essential for ensuring the transfer of commercial and humanitarian shipments." He urged the Houthis to refrain from any threatening actions against commercial vessels and to pursue a path of negotiation instead of threats.
China's Position and Concerns Over Escalating Tensions
San Li, the Chinese ambassador and representative, also expressed concern over the rapid escalation of tensions, emphasizing respect for the sovereignty and territorial integrity of Yemen and Saudi Arabia. He opposed attacks on civilian facilities, stating: "Protecting navigation in the Red Sea is a shared international responsibility, and the rights of commercial vessels must be respected."
Li also called on all parties to exercise restraint and return to the negotiating table. He emphasized that ensuring freedom of navigation requires an end to armed conflicts and the achievement of lasting peace.
The US Position and Anti-Iran Claims
Jennifer Loosta, the representative of the United States, reiterated claims against the Houthis and Iran, calling for the withdrawal of Ansar Allah forces from occupied areas. She stated: "Freedom of navigation is the foundation of the global economy, and the United States works with its partners to protect it." Loosta also urged the Security Council to address Iran's role in supporting the Houthis with greater scrutiny.
She claimed: "Iran is recognized as the main violator of Security Council resolutions, and the Security Council cannot ignore these realities." These statements were met with various reactions from other countries and reflect the existing tensions in the region.
UK Concerns and Call for Stronger Action
Kate Foster, the Deputy Permanent Representative of the UK, also stated at the meeting: "The Houthis continue their reckless attacks, and this situation poses a serious threat to international shipping and regional stability." She emphasized solidarity with Saudi Arabia and the country's right to defend its security.
Foster also warned the Security Council that as long as the Houthis continue military operations, no progress towards peace will be possible. She called on the Security Council to send a united message to the Houthis, urging them to cease attacks and de-escalate tensions.
