American officials and representatives of the Yemeni Houthis directly engaged in discussions in Oman on Saturday, September 21. These negotiations were prompted by the Houthis' new advances on the Red Sea coast and increasing concerns about maritime security in the region.
Details of the Talks in Muscat
This meeting, which was not officially announced, took place at the U.S. Embassy in Muscat. Informed sources stated that the Omani government, which has a history of mediating between the U.S. and the Houthis, played a key role in facilitating these negotiations. During this meeting, Houthi representatives emphasized their intention not to attack American vessels and promised to adhere to the ceasefire of 1404 with the United States.

Houthi Commitments and U.S. Response
One of the Houthi representatives also announced that the group does not intend to target Israeli ships or other commercial vessels, but ships belonging to Saudi Arabia are excluded from this commitment. The American side, which included embassy staff, responded positively and constructively to these negotiations.
Mohammed Abdulsalam, a senior Houthi official under U.S. sanctions, and Abdulmalik Al-Ajri were also present in this delegation. In response to these talks, the U.S. Department of State emphasized the protection of freedom of navigation in the Red Sea and the prevention of terrorism export from the Middle East as fundamental U.S. interests.
These negotiations are taking place as the Houthis have seized the strategic port of Mocha and the island of Perim in the Bab al-Mandab Strait, expanding their control over the Red Sea coast. Following these developments, Saudi Arabia has sought U.S. support. The United States has so far refrained from direct involvement in the war but continues to provide intelligence and targeting support to Saudi Arabia.
